Constant High Latency Indicator (With Issues)

Description of Issue - Constant high latency indicator (red) in the top-right. I constantly have high latency despite being connected via Ethernet and my ping being fine in other games.
This also results in some of my bullets or knife attacks not registering.
Using Exit-lag doesn't make any difference although it reports a ping of 37ms.
Rough Date and Time of issue - Been happening since game launch. Screenshots are from a game played on 9th April.
Repro steps - Join game, wait for 10 seconds, high latency indicator will show up in the top-right. Some bullets won't register.
