I've run into this as well; when you buy it from the shop it indicates that there are two kits, buying it redeems, seemingly, only one. You load it in, and then when you infill, it doesn't generate your gear. Instead, what seems to happen is when you complete the map, it loads everything into your inventory instead, or the Overflow barring room; in my case it was the full kit, and apparently put the extra CyAc sponsored kit that was indicated in the Armory into the inventory directly (since there was room for it there).
Glitch documented in these two videos which documents the lead up to entering the run and then the end of that run and finding the Sponsored Kit items in the Overflow.
