Account linking issue with cross save

I'm trying to link my marathon steam account to my Xbox account but seem to have some issues. When I log into bungie.net using my steam account and try to link my Xbox account, I get a message saying (These accounts cannot be linked, already linked to other platforms accounts). Which is odd to me because I never linked an account to anything, this is my first time doing it on either steam or Xbox. I decided to try it the other way around, this time logging into bungie.net with my Xbox account to see if I could link my steam account. I believe I did have some success this time around because I got a message saying something like (Your about to link your steam account. You steam account is already linked to a different bungie.net profile, if you continue that existing bungie.net profile will be abandoned and you will no longer it be able to access if no other accounts are linked). I am a bit confused about this message since this is my first time linking anything to either account. To me it sounds like my steam account will be erased in order to link it to my Xbox since I don't have anything else linked to my steam account? Not sure if I am reading that correctly because I would like my steam account to be the main account on Xbox. The next question I have is does it really matter from which profile I am linking it from for my steam account to be the main account?
