Codex entry not counting as completed despite being 1/1

In the WORLD -> ACTIVITES -> NEW CASCADIA COLONY codex page there is DCON DATA TRANSFER. This shows my progress as 1/1, but does not allow me to actually complete the challenge. This has been like this since season 1, and since then I have done many DCON delivery quests but still this quest wont let me claim it. Not sure what to do to fix it

Please provide the following details to add to your report:
- Approximate date when you first noticed this
- Whether it has been stuck ever since
- Whether relogging or restarting or completing additional DCON deliveries changed anything
- Do you have any older screenshot orvideo from when the challenge first became claimable or first showed the bug?
