fps never gets to 100, i have it targeting 120.

If you are able to record a video, you can upload it to a site like Youtube, link it to us here, and we'll be glad to take a closer look at the issue.
Check your CPU usage - seems to a be a bug where sometimes it maxes out showing 100% utilization. (Might try a good ol fashioned reboot, too). I have base 9070 and same native res, set scale to 75% and dropped shadow detail one notch to "high", I've got a lot more headroom now.
cpu usage is 25-50%, gpu usage is good at 80s
Same issue here,
CPU - 5900x
GPU - 7900xt
RAM - 32GB DDR4
Res - 2560x1440p
Cpu usage is also 25-50%, and GPU 60-80%
