I've been stuck in this same spot several times and had to use the grapple to get out; otherwise, it's impossible, and you lose everything, it's on the roof of A.I Uplink. There's a small slope with two blocks each side, when you come from the complex side; if you go under the right block, you're guaranteed to be stuck, the left one, I don't know, but it probably works the same.
