Performance lower than expected given my hardware
Hello! I've been experiencing an issue since launch on my system. My framerate is significantly lower than I'd expect. I have a Ryzen 7 5700X3D, 32GB of DDR4-3200, and a Radeon RX 7900 XTX. Despite this, however, I tend to get between 40 and 80 FPS at 1080p, regardless of settings. It maintains 60fps a decent portion of the time, but the dips to 50ish are very annoying, especially in high intensity areas. Putting everything at low makes no difference vs having everything at max. I would assume this to be a CPU bottleneck, but I'm far above the recommended spec, and a friend of mine with a much worse computer is hitting 120fps easily.
This issue is most common on Cryo, where I struggle to hit 60fps at any point, as well as Outpost and Night Marsh, where I regularly see dips. Perimeter is pretty much a solid 60, and Dire Marsh is usually the same.
I have reinstalled windows from scratch, tried disabling and re-enabling HAGS, as well as the usual windows debloat recommendations and power profile fixes. I would love some help troubleshooting this, since I'm pretty confused.

Forgot to add as well, yes I am on the latest GPU drivers, and it doesn't seem that either my CPU or GPU are hitting their full capacity, although this could be misleading since the X3D processors do a lot of strange things with cores, threads and process allocation that I don't pretend to understand.
