Game Stuttering and Freezing

Description of Issue - Game is having a major frame dropping /Freezing issue since the most recent update. It occurs every single boot up. The game will drop my gpu utilization to 0% for about 15-20 seconds a causing it to then disconnect me from servers due to Time Skew Maxed. Then it will run normal for about 1 minutes and repeat this cycle over and over again. I have made a post about this in the past but it seems we are still nowhere with any fix.
Things I have already done:
Reboot PC- cant count how many times
Verify game files
Uninstall Battleye
Re-download Battleye
Reverify game files
Uninstall game and reinstall
Clear Steam Download cache
Repair Windows Install
Updated GPU driver
Discord overlay off
Steam overlay off
Tested other games- worked perfectly fine.
Any other suggestions?

Thanks for the DxDiag. Time Skew Maxed and RUTABAGA are the same error, which occurs when Marathon performance drops below sustainable thresholds.
Your PC should be able to run Marathon, so this does not look like a basic specs issue. Please try these steps one at a time:
Use one monitor only
Unplug the second monitor.
Turn HDR off in Windows.
If possible, set the main monitor to 120Hz or 60Hz for the test.
Make sure Marathon is using the NVIDIA GPU
In Windows Graphics Settings, set Marathon.exe to High Performance.
If that does not help, temporarily disable the AMD integrated graphics in Device Manager and test again.
Do a clean NVIDIA driver reinstall
Do a clean install, not just a normal update.
For testing, install only the driver and leave extra overlay features off.
Turn off background audio software
Fully close or temporarily uninstall SteelSeries Sonar and Voicemod.
If possible, use your normal headset or speakers directly.
Close other background apps
Especially anything with overlays, monitoring, RGB, capture, or fan-control features.
If the issue still happens after this, please tell us which steps you tried and whether anything changed.
Is it also common when you get the RUTABAGA or when the game stutters for it to then immediately cause Anteater issues? That has also been something comes up everytime. I've done multiple connection tests and have no issue with connection.
