V99 charge-up can get into a buggy state when swapped in mid-run

Sometimes (it happens often enough to be easily reproducible) when dragging a V99 into a primary/secondary slot from the inventory, charging it up will not show the "Voltage Boosted" tooltip when aiming down sights (ADS), despite the visual charge bar still animating. When this happens, firing a charged shot does NOT grant any bonus damage. As seen in the video, the UESC elite's health went from 359 to 299, which is the base damage of the V99 despite charge-up.
When this happens, it can be fixed by weapon switching.
