I don't hear anyone
I have voice chat on, and proximity chat, yet I've yet to hear anyone speak
Either no one is really using voice chat or there's some bug right now

Have you tried double checking your input devices for voice chat? For some reason my PC was set up to have the digital microphone and speaker from OBS as the default devices, changing them to my headset fixed the issue for me.
