All Menu UI (Runner Shell/Factions/Mission/Armory/Etc) Is just blank/black.

Issue Description: All Main Menus including Runner Shell, Factions, Contracts, Codex, Armory, Etc will periodically load blank/black. This can happen even after those menus were working fine a moment ago. Typically, while I'm clicking between menu pages, a page will just come up all or mostly blank/black. The page will still function though, because if I click an area where I know a button is, it will then take me to the respective page. Typically when this issue happens, I just need to wait roughly 10-30 second, then everything will start working fine.
Issue Replication: While there is no firm or reliable way to trigger this happening, it is definitely happening very frequently. I'd say about 50% of the times I am sent back to the menu screen I encounter this issue. This includes both instances soon after I started the game, as well as instances which occur even after I've been playing for awhile. It usually starts when I navigate between menu UI screens, but sometimes I it happens as a result of me doing mouse-overs on items to read their descriptions.
Note: Not sure if related, but runner skins will also sometimes turn all blue as if they haven't loaded. This sometimes happens in-tandem with menu blackouts, but sometimes also seems to occur as an independent event when the menus are still working fine. Both issues seem to be linked by a failure of the game to appropriately load-in visual assets.

I am not 100% sure, but I believe this only started occurring with the nightfall refresh. There was a similar but slightly different issue occurring before at the beginning of season 2 having to do with the right-hand menu screen in the armory, but it was seemingly resolved and I recall it being noted as a fix in patch notes.

In this video you can see how the shell select screen is blanked out. You can also see how the main screen loaded OK, but then when I returned to it, it was blanked out too. In this case some other screens like the loadout screen still worked OK, but in other instances these were blanked-out as well. You will also notice that this happened soon after game start-up, but I have noted instances where this occurred in-between games.
For system specs I'm using Windows 11 Home, AMD Ryzen 7 7800X3D processor, B650 Aorus Elite AX Motherboard, 32 GB Ram, and a Nvidia 4070 series video card.
Note that this issue occurred on my first attempt at starting up the game after receiving this e-mail. As mentioned previously, its pretty common and occurs frustratingly frequently, even though it only lasts 10-30 seconds and seems to quickly resolve.
