Co-Evolution 4/5 seems to miss create SimBiont step

Repro steps - In previous quest from that questline we had to first create SimBiont in West building in Bio-Research, and then in combine it.
But in Co-Evolution 4/5 this step seems missing, I had chitin sample, but the 'machine' that we previously used for creating SimBiont was not active (nor highlighted with 'quest' icon').
I tried to be close for some time, my teammate with the same contract also didn't see this.
Without SimBiont we could not proceed with the rest.
