Third vault key not spawning

Getting into the second Vault did not spawn the third vault key in Vault breaker

I had put in the required batteries in the third vault where it took my pump station credentials however, I never did my first vault, which was 02 Generator room. I then went and completed vault 02, which spawned the 03 key where I went and opened the vault and within the vault there was no pedestal nor key within.
