I reached level 70 and now I cannot convert any matter.

    Hi there,

    Thank you for the report. 

    Once the Cradle reaches level 70, it no longer earns additional Cradle XP.

    The midseason update adds the Cradle Evolution system, which resets the Cradle so progression can continue. You can read about it here.
