extra/late commanders spawning in cryo spawns

a couple rounds we had extra commanders spawn AFTER killing all the bots in our spawn. i've played cryo enough times to know that this was more than usual. these were extra commanders, spawning way too late-- or perhaps far too early. this is awful because we had to begin fighting the bots while we were already spawnrushed even though we had killed all the bots in our spawn. our timing wasn't off at all, it was still WELL before minute 28 began.
