Missing Backgrounds for Shells with Unique Skins

Description of Issue - Supposedly based off of this YouTube video, players should see new backgrounds during shell selection page when equipped with a new skin from the store. None of the Legendary skins for Assassin that I've purchased are showing their promotional image backgrounds.
Rough Date and Time of issue - Has never once shown background, even after updates and re-installation.
Repro steps - (1) Purchase skin for Assassin (2) Equip skin for Assassin (The Talisman or Arata Vectus) (3) Check shell selection (4) Be completely dismayed by the lack of unique background.
