Crazy FPS Stutters

Got a laptop with a geforce 4060, i9 processor and windows 11

Tried everything.. the game is fluctuating between 27 and 114 fps.. turning vsync on makes the fps stable but at 19 fps.. which is not playable.

Please help me!
