Panacea kits not regerating health

Description of Issue - Using a Panacea Kit occasionally fails to regenerate any health, only regenerating shields.
Rough Date and Time of issue - March 21, 2026, around 2:20pm EST, Ranked Perimeter match
Repro steps - No specific trigger. I was had no shields and critically low health at the time.
