Poor Performance

Description of Issue - Very poor performance compared to most games -- even Destiny 2. Averaging 60 and dropping to as low as 40. Very high CPU usage and low GPU usage. Changing DLSS settings or any graphics settings barely affects performance.
Rough Date and Time of issue - Every time I play.
Specs - AMD Ryzen 5 3600 6-Core Processor. NVIDIA GeForce RTX 2060 SUPER. 32GB DDR4.

I have the same issue with my AMD Ryzen 7 3800X and 2070 Super. In game I get ~40% CPU usage and ~50% GPU usage, yet FPS is 45-65. I've tried every Anti-Aliasing setting, every graphics setting, turning on/off Vsync, restarting, clearing appdata cache, reinstalling, updating motherboard bios, updating AMD drivers, updating GPU drivers, reducing game resolution. Nothing changes this 45-65 fps range. I really want to play this game, but it is impossible even though I meet the recommended system requirements. Is there any progress on a fix?
