Quest softlock, RUN/HIDE 4/6

ISSUE:
when i noticed that during this quest, before any of the steps you are able to interact with the "access outpost intranet" terminal at the northern orientation checkpoint building, this locks you out of using it again to complete the final step of this quest "activate surveillance gear".

unfortunately i cant replay quests but the reproducable steps are there
