Low fps on high end systems; statement?

My system: 5090 FE edition I7 13700k 32 GB 6400 MHz Running on LG C2 120 hz screen Nvidia drivers: 591.86 Vsync on + gsync on. Framecaps on 117. Fast sync on. This all on driver level in Nvidia app. Every game and I mean every game runs great at 116/117 fps. Only games that run less are RT titles but that is because my gpu isn’t powerfull enough. Need DLSS and framegen there to go to 116/117 fps. I run this game on 4K DLAA and everything maxxed. I get around 116/117 frames when I load in and indoors. In the open spaces and the marshes this drops down to 80 to 100 fps. Everything that I do will not up the FPS. Going Dlss quality, tuning down CPU related processes, turning of e-cores. My CPU and GPU are not being used full force. My GPU stays at about 70% usage and my cpu maxxes 40% (I run a silent schedule). Having said that, cpu on turbo mode also doesn’t give a difference. Thing I notice is that the CPU tend to run hotter than in other games but still within limits. Bungie, why is your statement on these failing performance on PC? I have a system here that costs more than a small car and yet the game can’t use all of it. Are you guys on track on the problem? Is it solvable? Are it engine limitations? Will we get better performance? I love the game and all but this is a major let down. I would like to see this game use all my hardware. Can you please update us on your findings until now?
