Voice and Text Chat fully restricted

I can’t use Voice or text chat because it says I’m restricted. Both my PSN and Bungie accounts are over 13, and it is not a problem with my console. Every other game I play I have no issues, except for this. If I want to change my bungie age (which I don’t even know because there’s no way to see it), I have to submit form with a picture of my ID. What a joke. This game without voice chat is miserable. Please help.
