Bad CPU optimization and only 60-70% GPU utilization for my friends PC

My Friends PC Specs: Ryzen 7 2700x RTX 3060TI (8gb) 16gb Ram SSD 1440p Resolution I know it is an older CPU at this point, but he has never had it struggle in FPS games like this before. Even on the low graphics preset and DLSS Performance, he is often under 60fps, but his GPU isn't even really trying (60-70% usage). Loving the game tho so thanks and hope you figure it out!
