I had issues running an RTX 2070 at full potential with that cpu years ago while I could with an i7 9700k at the time (same gen), so in part that's expected. I think Ryzen cpus got better starting ...

It's running as if it's heavily cpu bound, but if you're noticing a hard cap check if vsync is turned on in game and turn it off. In my case I think it turned on by itself and I had my fps capped a...
