Night Marsh upper complex can be accessed by thief.

Description of Issue - Completed upper complex with no sign of other players having gain access. After warden fight went to loot room. 2 thiefs were camping the room and killed us. My understanding is that you're not suppose to be able to access this without defeating the boss or using certs.
