Issue with matter fixatives dropping?

I know matter fixatives aren't guaranteed to drop, but I just had a run with a key template and I took out 3 purple shielded commanders and didn't get 1 matter fixatives. I feel like if we're going to keep the key templates as compromised as opposed to fragile, we need to up the drop percentage of matter fixatives a bit. https://youtu.be/HlzZh4piU6M?si=6-InGoPYyuT6tl0h
