Level Based Matchmaking Not Working

Attached is a link to a video showing the level of my recent players. There is a clear issue with matchmaking in this game and it's unfortunately making the gameplay experience for me unbearable. I am constantly put into solo lobbies with players way higher in level than me. The difficulty level of these lobbies are insane. The average level for my lobbies is around 110. I'm level 53. Is this how matchmaking is supposed to work? I love so help with this if possible
