Unable to bind F1 key in Settings

Bungie Account Name - １１１０１#4906 (irrelevant as nobody is able to bind these)
Platform - Steam
Description of Issue - Unable to bind F1, F8 or F12 keys to any actions
Rough Date and Time of issue - Always (issue was already present in Server Slam and now in live game)
Repro steps -

Turn the game on Steam.
Press any button to sign in.
Go to GAME MENU (cogwheel in the bottom right corner).
Go to Settings.
Go to KEYBOARD / MOUSE
Try to bind F1, F8 or F12 keys to any action
