SekGen normal Contract "Tactics III" bugged and not progressing

- Description of Issue - Contract is not progressing for Recon ability kills at all for both players and UESC. Flavor states to kill UESC with abilities but it's not being progressed by Tracker Drone kills. Unsure if it's visual or not but nothing is progressing it for Recon at least.
