Performance issues

I have a AMD Radeon 9070 XT and on Perimeter I can average around 80-90 fps. On Dire March I average around 60 fps. This is on all low settings with performance upscaling. No frame generation either. 1440p monitor.  

cpu is 12th gen intel core i5 12600k
