ZoneWarden "Live Hidden" does not complete on killing hostiles, might require runner kills?

Description of Issue - In Codex > Titles > ZoneWarden, there is "Live Hidden" "Using a suppressed weapon, defeat 3 hostiles without being eliminated"
I suspect that this is either bugged (I have killed so many hostiles (bots) with suppressed weapons and extracted) or it is supposed to say runners instead of hostiles, as I have not killed 3 runners with suppressed weapons and extracted.
So might be bugged, or might not be phrased as intended.
