Thanks for reaching out. Our team is already aware of this issue and it's currently being investigated on. We appreciate your patience.
Someone in the subreddit said you need to unlock/purchase capstone 6 (all other upgrades) before the VIP upgrades unlock. I haven't gotten that far to confirm
