combined controller buttons still executed in sequence

Repro steps: 

After using Setting > Controller > Character:

1.  map any 2 controller buttons to any action.
2. AND 
3. using ps ds5 edge controller via steam input 

Symptom:

• the combined controller buttons are executed in sequence, NOT as a single unique input event
