Bad optimization / High CPU Usage and Low GPU Usage

I consistently have 80% CPU usage and 40% GPU usage on any graphics setting (low, medium, high), and I can't get above 85 FPS at any point, regardless of whether I use upscaling or not. There are also FPS drops at certain times, such as during team fights. Please optimize the game.

I have an RTX 3070Ti, a Ryzen 5 5600x, 32 GB of 3200 MHz DDR4 RAM, and the game is installed on a 1 TB M.2 NVMe SSD.
