CPU usage vs GPU and low frame rates

Just like other folks I couldn't get over 100fps. It would hover around 70-90fps on the first map but if I got in a fight or in certain areas I was down at 60fps and under

Dire Marsh though I was getting really low frames under 60fps much more regularly

EVGA 3080 FTW

i5 10400 (bottle neck for me. I need an upgrade)

32GB ram

1440p (2k)

I was watching Shrowd's stream, and everyone else I watched and they had really good systems but they were getting capped at 140fps or so and nothing they did in settings would increase frames.

I went from DLAA to performance and it lowered my GPU usage but my CPU stayed high and my frame rate didn't increase. The only thing I could change was how much usage my GPU was getting but it didn't improve the frame rate. Fighting was really hard cause I was hitting under 60.

I just never played Dire Marsh because it was too hard with the performance.
