Varied FPS Drops in Varied Situations

Description:

CPU usage is 99% on every core all the time.

In the main / lobby menu, switching to Vault or Armory sees about a 10 fps drop.
Any map seems some minor drops in FPS. Can't pinpoint any particular reason.
Dire Marsh monsoon has varied FPS drops, but around 15-20 range.
Engaging another crew saw about 15 FPS drop during fighting.

1080p resolution at 16:10 aspect ratio
All settings maxed except for chromatic aberration and motion blur, using DLAA. Changing settings has no or minimal difference
