5700X3D + 3080 – CPU Bottleneck or Poor Optimization?

i'm on a desktop with a Ryzen 7 5700X3D and RTX 3080 10GB

GPU usage usually sits around 55–65%
CPU usage caps at around 75%, and even that is rare

at 1080p (mostly low settings) I get around 100–120 FPS
in heavy fights it drops to 80–90 FPS

lowering settings from high to low only gives about ~15–20 FPS difference

DLSS Performance gives the best results
other AA options perform worse

16GB DDR4 RAM

the game feels CPU limited, but neither CPU nor GPU are fully utilized
