Barely any GPU usage and low performance

Specs: i5 12500T, 32GB 3200Mhz, RTX 4070 Super

No matter what map or where I am in the game, my CPU is maxed out at 100% usage, and my GPU doesn't go past 30% usage. On top of that, no matter what graphics settings I change, even DLSS off to DLSS on ultra performance, I only get 60-80 fps....

Please tell me you can somehow make the game use more of the GPU. PLEASE!
