Fps are too low even when pc is well above recomended specs

PC specs:
AMD Ryzen 5 5600
NVIDIA RTX 5060 TI
16GB RAM

I am getting as high as 80 to sometimes even 50 fps, on high action. 
Since I am a bit above recommended i was expecting better performance.

Changing settings from highest to lowest almost has no impact too, even dlss which I would expect to help a ton, but has no impact at all
