Cannot Load in, Game Stuck at 2 FPS, Error: Rutabaga

Description of Issue: Game starts out at a normal fps for a couple seconds then seems to lock itself to 2 fps, after waiting 5 minutes for all the preamble to finish error code rutabaga shows up (see photo attached). I had the same issue during the Closed Technical Test and never found a fix. I have tried setting priority in Task Manager, redownloading, verifying game integrity, updating all drivers, and more. I tried to take a video of my game but it instead recorded Steam the entire time so I only have a photo, all you must know is that it stays at 2 fps. I can't change any of the settings in the game because I can't open them until I've loaded into the tutorial, which I cannot load into because of the low fps and error. I tried clicking 'Escape' when in the error screen and let it run multiple times but nothing changed through every attempt.

• CPU: AMD Ryzen 7 5800X 8-Core Processor  (3.80GHz)
• GPU: NVIDIA GeForce RTX 3070
• RAM: 16 GB
