Can't alt tab/change monitors

Steam, Windows 10

- no option to change which monitor game is being played on

- windows - shift - arrow (move active window to another montor) does nothing and will crash game if pressed repeatedly

- alt-tabbing locks client in the background, can not tab back in < this one seems to be related to game capture overlay in obs
