Triage Ult Damage

Just played a match where my teammate was downed by a rook and I was one shot. I decided to use my Triage ult to kill the rook. The ult was fully charged, the rook had blue shield likely full health, and I hit both ult tendrils. My duo claims based on bungie information that the rook should have been downed by my ult and yet he wasn't.
