Locked out of Cradle Mastery Codex

Hello there, I just finished my Cradle and got it up to Level 70.
Unfortunately I'm now hard-locked out of getting the Cradle Mastery for the Codex, since it won't let me convert any consumables (or anything else at all). This doesn't really seem to be a bug... just an oversight in design.
