Triage Implants Hurting Hands / Helping Hands
It seems the names for Triage’s Hurting/ Helping Hands V2 Implants are mixed up. At least if they were swapped, they would make more sense together with the item description.
Or: The item description is mixed up which would be worse as the items would do something different.

Nevermind, I misunderstood the item descriptions / perks/ names / stats. The name has nothing to do with the perk the items can roll.
