Scrollable windows going back to the top intermittently

When reading scrollable messages, such as in game mail from Bungie, the message will occasionally jump back to the top while looking at it, or even while trying to scroll further. This seems tied to some sort of refresh occurring, but I'm not sure what specific refresh that would be. I also captured a screen cap of it happening if it is helpful.
