Artifacts

I am having strange artifacts on some spots off my screen.

This happens in lobby (like 3-4 spots keep buzzing) and when in game its only my red dot aim.

I tried deleting DXcache and re-integrating game files but it did not help.

Re-installing last nvidia update also did not help. 

Also tweaked my video settings and it is still there. 

Running nvidia rtx 4070 super 

AMD ryzen 7 7300x3d 

mid/high end pc.
