Poor performance no matter the graphic settings

Bungie Account Name - tormarod#0151,
Platform - Steam
Description of Issue - Overall low FPS for what is expected out of my system, averaging 70-80. Minimum FPS as low as 40. High CPU usage, low GPU usage. Going from highest settings to lowest settings yields about 10-15 fps at most.
Rough Date and Time of issue - Everytime I played.
Repro steps - Core i5 12600k overclocked at 5.0Ghz PCores, 3.9Ghz ECores. Removing the overclock doesn't really change much. AMD 6800XT. 32GB DDR5 5200Mhz.
