Low GPU Utilization. 100 FPS - 120 FPS max

Bug already reported. Just leaving specs here. GPU hovers around 55% usage but tops out around 70.  Have a buddy on a 4060 Laptop GPU and gets drops during action down to 30 fps on all low settings.

My Specs:

Nvidia GeForce RTX 5080

Intel i9 13900k

32GB DDR5 6000 mhz RAM

Running game at 1440p with DLSS on.
