4090, i9-13900k Utilization

I'm not getting stutters, but I am getting only 55% GPU utilization with low power draw and only 70% CPU utilization with uncapped frames and the game averaging about 120fps with dips. Graphics settings on High or above. 

I am getting 240+ fps with better utilization in the menus.
