Limited Software License Agreement Error/bug

When I boot/reboot the game my mouse disappears when I get to the agreement page. It will appear for a second and then it will disappear and won't work. The mouse works fine until it changes to the in game cursor. I'm launching through the steam server slam and have two monitors. I am tabbed into the game when I get to the page and have restarted multiple times.

Reproduce: Open the game for the first time
Fix: I had the game open for 5 minutes and my mouse appeared. It shouldn't be a hardware issue as I'm currently using a mid-high tier pc. Also in task manager my GPU, CPU, RAM, Network, and Disk are being used less than 50%, but I'm getting a blue loading ring occasionally as a cursor.
